US lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to recede as GOP senators proposed a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.
Growing Impact of Federal Closure
The impact on US citizens from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
Trump's Proposal from Florida Resort
As weekend session got under way, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is truly better for the consumer," one senator said.
Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the health care they want."
Democratic Response
Opposition senators expressed alarmed reactions to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator responded to the censure of carriers by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? Then I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate went into recess without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a small group of moderate Democrats to terminate the shutdown in exchange for a later vote on the Obamacare payments.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans turned down an offer to restart the government and continue the payments for a year.
Another leading Democratic senator persisted in maintaining that Republicans should accept a 12-month continuation of the payments before negotiating the future of the tax credits.
"Inaction is derelict because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican lawmakers need the support of several Democrats to restart the government, and the concept of eliminating and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.
Some analysts indicated that the essence of such a proposal would eliminate the ACA's mandate that insurance companies cover patients with existing health issues.
After his resort visit, Trump went back to his residence and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the proposal that was unsuccessful to garner enough support in 2017.
